美国ITC发布对一次性及其他封闭式电子尼古丁传送系统（ENDS）装置及其组件的337部分终裁

2026年6月26日，美国国际贸易委员会（ITC）发布公告称，对特定一次性及其他封闭式电子尼古丁传送系统（ENDS）装置及其组件（Certain Disposable and Other Closed-System Electronic Nicotine Delivery Systems (Ends) Devices and Components Thereof，调查编码：337-TA-1486）作出337部分终裁：对本案行政法官于2026年6月1日作出的初裁（No.13）不予复审，即基于申请方提出的动议，调查增补Nevera (HK) Limited、Wonder Ladies Limited、Sailing South Limited、Palma Terra Limited、Marea Morada Limited为列名被告。

2026年2月26日，美国国际贸易委员会（ITC）投票决定对特定一次性及其他封闭式电子尼古丁传送系统（ENDS）装置及其组件（Certain Disposable and Other Closed-System Electronic Nicotine Delivery Systems (Ends) Devices and Components Thereof）启动337调查（调查编码：337-TA-1486）。

2026年1月13日，美国R.J. Reynolds Tobacco Company of Winston-Salem, North Carolina、美国R.J.Reynolds Vapor Company of Winston-Salem, North Carolina、美国RAI Services Company of Winston-Salem, North Carolina、美国 Reynolds Marketing Services Company of Winston-Salem,North Carolina向美国ITC提出337立案调查申请，主张对美出口、在美进口和在美销售的该产品违反了美国337条款（不正当竞争、不当行为），请求美国ITC发布普遍排除令或有限排除令、禁止令。
